Ngub Sip Chan, 80, Dies Weeks After Elk Grove Hit-and-Run; Suspect Now Faces Vehicular Manslaughter Charge
Elk Grove, CA – November 21, 2025 – An 80-year-old woman who was critically injured in an October hit-and-run collision in Elk Grove has died from her injuries, leading detectives to seek an upgraded vehicular manslaughter charge against the suspected driver, according to the Elk Grove Police Department. Investigators said Ngub Sip Chan was crossing Splendor Lane at Lilypad Lane on October 10 when she was struck by a driver in a 2007 Chevrolet Impala who fled the scene without offering aid. Chan suffered multiple fractures and spent the following weeks in and out of the hospital before succumbing to complications from blunt-force trauma on November 21, as confirmed by the Sacramento County Coroner’s Office. Detectives used neighborhood surveillance footage to identify a 57-year-old Elk Grove man as the suspected driver. Officers located the Impala in Sacramento 12 days after the crash. His name is being withheld due to the ongoing investigation and a pending arrest warrant.
